I had to reread the whole story to remember what had happened, so I'm going to cmment briefly on it all before reviewing this chap. I know I already reviewed the previous chaps but I really want to say what I think of the story as a whole so far.
I have to say that Hermione hasn't been a favourite of mine with her leaving her friends behind, not writing to Harry, not telling him about Joey (which now that I think of it, is a strange name for a girl, it's usually a male name) and then being angry at him when he mentioned those two things. Ho was he supposed to write long letters to her when she wrote so little to him, and still wrote a lot to Ron? He was bound to notice the difference and be upset, she should have known that

Of course, when she admitted her feelings Harry made a bit of a mess at first, like the perfect teenage boy

, but still, he's the one less at fault out of the two of them I think.
About Rita...can't they just threaten her to reveal her secret if she doesn't leave them alone? It should shut her up.
I'm glad Bill managed to distract his mother from the news of Ron/Luna and Harry/Hermione, good job there

Although, it seems Molly will take a while to "forgive" Harry and Hermione anyway...
Now, about this chap, I guess by some people's standards it is early to propose, and surely Molly and Ginny won't be pleased, but who cares anyway?

I just have a feeling something is going to go wrong and he will have to delay the proposing...hopefully not though!
