Interesting idea to put a department of espionage into the ministry of magic. However, I think you\'re neglecting to use the everyday magic that the characters would have used. Also, the names of the hotel and cafe (fundamentalist hotel? Abdullah\'s cafe?) seem a little ridiculous.
